Document 3 highlights the belief in the necessity of good combat skill
by the Mughal emperor because he fears others contending for his throne
or external enemies. These fears are justified because military action
was often necessary for external threats and the ruler's defense.

Document 4 notes efforts by the government to protect its people's
stability, those being reduced trade barriers enforced by a military
